Each chapter is available in two formats. The first format is a hyperlinked version (HTML) which begins with a table of contents listing each rule by number and title. To display the contents of a rule, simply click on the rule number. Internal references to other rules are also hyperlinked. The second format is a printable version (PDF), which begins with a table of contents for each chapter and is bookmarked by section and subsection. To see the table of contents of sections and subsections for each chapter in the PDF format, click on the “Bookmarks” tab on the left pdf navigation bar after opening the pdf file containing one of the chapters. You may then jump to a desired section or subsection by clicking on its individual link in the bookmark table of contents.
Chapter 1: General Provisions - This chapter contains the rules which have general application to all cases such as definitions, general deadlines, form for pleadings, discovery, motion practice, and hearing procedures. HTML Chapter 1 or PDF Chapter 1*
Chapter 2: Appeals - This chapter contains the rules having special applicability to appeals of final decisions relating to contract performance disputes such as requests for equitable adjustment, nonpayment, contract interpretation, terminations, Quick Payment Act claims, and debarments and suspensions. Chapter 3: Protests - This chapter contains the rules having special applicability to pre-award protests of solicitations (solicitation ambiguities) and protests in connection with award of a contract. HTML Chapter 3 or PDF Chapter 3*
Chapter 4: Electronic Filing - This chapter contains the rules for conducting electronic filing and service before the Board using LexisNexis File & Serve. Electronic File & Serve is the preferred means for filing and service of pleadings in all cases. HTML Chapter 4 or PDF Chapter 4*
The four Appendices contain sample forms used in conjunction with the rules for safeguarding protected (confidential and/or proprietary) company or government information. Theses forms are in PDF format and can be downloaded, filled-in electronically, and printed.
Protective Order* - Sample order to be signed by counsel and the judge, defining the requirements and procedures for safeguarding protected information.
