Marc D. Loud has been the Chief Administrative Judge of the DC Contract Appeals Board since 2010. In FY24, the Board completed its 10th consecutive year without having a single backlogged case and closed 100% of protest and appeals cases in a timely manner. In FY25 (to date), the Board has closed 100% of appeals and protest cases timely and resolved 77% of all such cases through settlement prior to trial or written disposition. Additionally, the DC Courts have affirmed the Board in 10 consecutive cases dating back to 2017. In recent years, the Board also digitized and uploaded nearly 1.2 million pages of searchable legacy case records to the CAB website. To promote transparency, the Board’s case records are searchable by the public at the Board website.

During Judge Loud’s overall tenure, the Board has achieved a net reduction of over 90% in open cases. In addition, Judge Loud and his leadership team have modernized the Board’s courtroom and other technology (e.g., moving from premises servers to a cloud environment), updated the Board’s practice and procedure rules in 2020, created the Board’s online calendar of upcoming trials/pretrials, and worked successfully with the Mayor and Council of the District of Columbia to secure adequate staff resources. The Board has also worked with numerous area law schools to create internship opportunities for law students.

Prior to joining CAB, Judge Loud served as a Board member and Chairperson of the DC Board of Zoning Adjustment, and in various capacities in local government including Deputy Chief of Staff/Deputy Legal Counsel to former DC Mayor Sharon Pratt Kelly, and Manager of Agency Programs-Attorney Advisor and Special Assistant for Procurement in the DC Office of the City Administrator. As a private practitioner,  Loud served as Of Counsel in the Washington, DC office of Cochran & Lotkin, and appeared as lead counsel in cases before the DC Contract Appeals Board, the US Court of Appeals (4th Circuit), the US District Court for the District of Columbia, the US District Court for the Southern District of Maryland, the DC Superior Court, the DC Board of Zoning Adjustment, and the US Merit Systems Protection Board. Judge Loud has also served as Secretary of the Board of Contract Appeals Bar Association, is a former Vice President of the DC Association of Administrative Law Judiciary and has served on numerous panels addressing government contracts and administrative law issues. Judge Loud was a founder of the Justice Harry Blackmun Summer Law College for Teens program and is a former President of the United Methodist Lawyers Guild.

Judge Loud is a member of the DC Bar, the Board of Contract Appeals Bar Association, and is admitted and qualified as an Attorney and Counsellor of the Supreme Court of the United States. Judge Loud received a JD degree from the historic Howard University School of Law in Washington, DC.
