Maxine E McBean

Administrative Judge

Maxine E McBean was appointed to the Contract Appeals Board by Mayor Vincent Gray on July 12, 2011. Judge McBean has extensive experience providing counsel on matters concerning government contracting and bid protests for both private and public entities.  Formerly, she served as Deputy General Counsel of the National Capital Revitalization Corporation and held the dual role of Procurement Officer responsible for procurements, vendor and developer agreements, and legal oversight of the company’s contracting practices. She has also worked in the financial services industry where she provided advice on mortgage loan portfolio issues particularly with respect to federal and state regulatory compliance.

Recognized for her practice in government contracts law, Judge McBean was selected to participate in a working group of attorneys and business leaders reviewing District law and advising on statutory amendments that would result in increased small business participation in government contracting and procurement. In addition, she has served the District’s small business community, in conjunction with the Department of Small and Local Business Development, by chairing a series of roundtables to demystify the procurement process for the vendor community.

Judge McBean received her Bachelor of Arts degree from Florida International University, a Master of Arts from the University of Florida, a Juris Doctorate from Southwestern Law School, and a Master of Laws from the University of Miami. She is admitted to the bar in the District of Columbia and the state of Florida.
