Mayor Vincent C. Gray appointed Monica Parchment as an Administrative Judge for the District of Columbia Contract Appeals Board on April 7, 2011. Judge Parchment brings a wealth of government contracts experience to the Board, including prosecution and defense of bid protests before federal and local tribunals, and representing parties involved in post-award performance disputes and complex commercial litigation. Judge Parchment has also appeared as counsel in numerous federal investigatory actions directed at assessing corporate compliance with domestic and international procurement related laws, and was regularly involved in subsequent suspension and debarment procedures arising from these matters.
Judge Parchment also served two consecutive terms as Chair of the District of Columbia Juvenile Justice Advisory Group, successfully leading the commission’s efforts to update the federally mandated three year plan followed by the District of Columbia to achieve the statutory requirements of the Juvenile Justice Delinquency Prevention Act.
Judge Parchment is a graduate of the George Washington University Law School where she also studied under the law school’s nationally recognized Procurement Law Program. She also received a Bachelor of Arts degree in Sociology and Criminal Justice from Mount Saint Mary’s University.
